Can venereal warts be spread without an outbreak?

My best friend just found out that she had venereal warts.

She went to a gynecologist when she found a couple of small warts. He diagnosed her, wrote her a prescription, and supposedly told her that once it clears up, she cannot spread it.

It cleared up fairly quickly, and she has had a couple of sexual encounters with two different people, both times without using a condom. Of everything that I have read, this means that she could be spreading it, despite what her gynecologist supposedly told her.

I don’t know if maybe she heard him wrong, or maybe is just in denial. If anyone has venereal warts or has information about all of the effects of the disease, that would be helpful.

I have tried telling her that she should still use a condom, considering that’s what got her in this mess in the first place, but she tells me it’s no big deal because she’s on birth control.
